The operator of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent... a person shall not operate a motor vehicle with a gross weight, loaded or unloaded, in excess of 5,000 pounds outside the corporate limits of a city or village, within 500 feet of a like vehicle
